General Notice
City of Imlay City (Owner) is requesting Bids for the construction of the following Project:
City Offices Exterior Building & Site Improvements
Bids for the construction of the Project will be received by City of Imlay City until Tuesday, March 11, 2025 at 10:00 a.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The City Imlay City is planning to repave their existing parking lot and make updates to their existing offices exterior. The exterior will include new gutters, column wraps and sidewalks on both the front and back of the building. For the site, the City’s goal is to remove two large pine trees and repave the existing site, add curb and gutter to the areas that are without, and improve drainage. In addition, they are looking to eliminate grass areas around the building by incorporating landscaping and hardscape.

The contract documents for bidding purposes are available beginning Thursday, February 13, 2025 on the Bidding section of the Spicer Group website at www.spicergroup.com. You may view the digital project bidding documents by entering Quest project number 9521547 on the website’s project search page. There is a Forty-two Dollar ($42.00) non-refundable fee for downloading for the Contract Documents. For this project, sealed bids will ONLY be received and accepted via electronic mail to Dawn Sawicki-Franz, City Clerk/ Treasurer treasurer@ imlaycity.org OR mailed or delivered to Dawn Sawicki-Franz, City Clerk/Treasurer at the City of Imlay City Offices, 150 North Main Street, Imlay City, MI 48444.
You must download the Contract Documents from Quest CDN to bid on the project, to be included on the Planholders’ list, and to receive Addenda. The Contractor is responsible for ensuring all addendums have been received and acknowledged prior to submittal of the bid.
The Owner reserves the right to waive an informality in any bid, to reject any or all bids or accept any bid which is considered most favorable to the Owner, project duration will be considered.
Pre-bid Conference
A Mandatory pre-bid conference for the Project will be held on Wednesday, February 19, 2025 at 11:00 a.m. at the Imlay City Hall Offices, 150 North Main Street, Imlay City, MI 48444. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
