SYNOPSIS
President Debra Hlubic called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance. In attendance were Council Members President Debra Hlubic, President Pro Tempore Joseph Herrington, Mary Klug, Lynne Mandeville, Samantha Ramirez, Miguel Rodriguez, and Patricia Weyhrauch, along with Village Manager Travis Youatt and Clerk LeAnn Brewer.
The following motions were passed: approval of the October 20, 2025, regular meeting agenda; the September 15, 2025, regular meeting minutes; the September 15, 2025, closed meeting minutes; bills totaling $201,070.64; adoption of Resolution 2025-05 Authorizing Notice of Intent and Declaring Intent to Reimburse Capital Improvement Bonds; approval of the Special Event Permit Application for the Halloween Spooktacular Trick or Treat Party to be held at Melody Park on October 31, 2025, from 6 p.m. to 7:30 p.m.; approval of the proposal from J&J Disposal to continue servicing the Village of Capac for the next three years; approval of the Special Event Permit Application for the Cranberry Christmas Festival and Parade to be held on December 6, 2025, from 11 a.m. to 9 p.m.; approval to convene a closed session to discuss a property purchase.
