SYNOPSIS
President Debra Hlubic called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance. In attendance were Council Members President Debra Hlubic, Lynne Mandeville, Samantha Ramirez, Miguel Rodriguez, and Patricia Weyhrauch, along with Village Manager Travis Youatt and Clerk LeAnn Brewer.
The following motions were passed: approval of the January 20, 2026, regular meeting agenda; the December 15, 2025, regular meeting minutes; bills totaling $149,082.45; approval of the appointment of Samantha Ramirez to serve as President Pro Tempore; to adopt Ordinance 2026-01 an Ordinance to amend Chapter 30 to the Code of Ordinances of the Village of Capac; to adopt Ordinance 2026-02 an Ordinance to amend Chapter 30 to the Code of Ordinances of the Village of Capac; to approve option two in the amount of $11,500 for the fireworks display to be held on June 20, 2026; to approve the three-year proposal from King and Messing Audit Services LLC. for completion of the Village of Capac audit.
