VILLAGE OF CAPAC REGULAR COUNCIL MEETING MONDAY, SEPTEMBER 21, 2026 SYNOPSIS President Debra Hlubic called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance. Present were Council Members Lynne Mandeville, Samantha Ramirez, Miguel Rodriguez, and Patricia Weyhrauch, along with Village Manager Travis Youatt and Clerk LeAnn Brewer. The following motions were approved: the September 21, 2026, regular meeting agenda; the August 17, 2026, regular meeting minutes; bills totaling $329,116.80; determination that a structure was dangerous, with the property owner given 30 days to address the conditions; appointment of David Kimmel to the Planning Commission Board; appointment of Deanna Malear to the Downtown Development Authority Board; and authorization of an additional $5,000.00 for the pickleball court addition at Whistle Stop Park.
